【摘要】:1GeneralI&Csystemsimportanttosafetymaybeimplementedusingconventionalhard-wiredequip-ment,computer-based(CB)equipmentorbyusingacombinationofbothtypesofequipment.ThisInternationalStandardprovidesrequirementsandrecommendations(seenote)forthetotalI&Csystemarchitecturewhichmaycontaineitherorbothtechnologies.NOTEInthefollowing,thetermrequirementsisusedasacomprehensivetermforbothrequirementsandrecommendations.Thedistinctionappearsatthelevelofthespecificprovisions,whererequirementsareexpressedby"shall"andrecommendationsby"should".Thisstandardhighlightstheneedforcompleteandpreciserequirements,derivedfromtheplantsafetygoals,asapre-requisiteforgeneratingthecomprehensiverequirementsforthetotalI&Csystemarchitecture,andhencefortheindividualI&Csystemsimportanttosafety.ThisstandardintroducestheconceptofasafetylifecycleforthetotalI&Csystemarchitecture,andasafetylifecyclefortheindividualsystems.Thelifecyclesillustratedin,andfollowedby,thisstandardarenottheonlyonespossible;otherlifecyclesmaybefollowed,providedthattheobjectivesstatedinthisstandardaresatisfied.2Application:newandpre-existingplantsThisstandardappliestotheI&CofnewnuclearpowerplantsaswellastoI&Cup-gradingorback-fittingofexistingplants.Forexistingplants,onlyasubsetofrequirementsisapplicableandthissubsetisidentifiedatthebeginningofanyproject.3FrameworkFigure1presentstheoverallframeworkofthisstandard,withitsnormativeclauses:·clause5addressesthetotalarchitectureoftheI&Csystemsimportanttosafety:-definingrequirementsfortheI&Cfunctions,andassociatedsystemsandequipment(I&CFSE)derivedfromthesafetyanalysisoftheNPP,thecategorisationofI&Cfunctions,andtheplantlay-outandoperationcontext;-structuringthetotalityoftheI&Carchitecture,dividingitintoanumberofsystemsandassigningtheI&Cfunctionstosystems.Designcriteriaareidentified,includingthosetogivedefenceindepthandtominimisepotentialforcommoncausefailure(CCF);-planningthetotalarchitectureofI&Csystems.·clause6addressestherequirementsfortheindividualI&Csystemsimportanttosafety,particularlytherequirementsforcomputer-basedsystems;·clauses7and8addresstheoverallintegration,commissioning,operationandmaintenanceoftheI&Csystems;·annexAhighlightstherelationsbetweenIAEAandbasicsafetyconceptsthatareusedthroughoutthisstandard;·annexBprovidesinformationonthecategorisation/classificationprinciples;·annexCgivesexamplesofI&CsensitivitytoCCF;·annexDprovidesguidancetosupportcomparisonofthisstandardwithparts1,2and4ofIEC61508.ThisannexsurveysthemainrequirementsofIEC61508toverifythattheissuesrelevanttosafetyareadequatelyaddressed,considerstheuseofcommontermsandexplainsthereasonforadoptingdifferentorcomplementarytechniquesorterms.
