【摘要】:Thisguideisaneducationaltoolfortankowners,operators,andotherusersandisnotintendedforuseincertifyingcompliancewiththeFederaltechnicalstandardsforundergroundstoragetanks.Theintentofthisguideistoprovideanoverviewofthegeneralrequirements.Thisguideisintendedforuserswhoaregenerallyfamiliarwiththerequirementsof40CFRPart280.Theuserisadvisedthatthisguidedoesnotcontainthelevelofdetailnecessarytomakethedeterminationofwhetherspecificequipmentorservicesmeetthedetailedtechnicalperformancerequirementsof40CFRPart280.Thisguidedoesnotcoverstateandlocalrequirements,thatcanbemorestringentthanthefederalrules.Ownersandoperatorsareresponsibleformeetingfederal,state,and,insomecircumstances,localrequirements.Itisrecommendedthatownersandoperatorsfamiliarizethemselveswiththeserequirementsaswell.OwnersoroperatorsmayusethesamplechecklistinAppendixX1toassistthemindeterminingoperationalconformanceortheymaydeveloptheirownchecklistbaseduponthisguide.ThisguideandaccompanyingappendixesarenotintendedtobeusedbystateorlocalUSTprogramauthoritiesasaregulatoryoradministrativerequirementforownersoroperators.Useofthisguideandappendixesbyownersandoperatorsisintendedtobeavoluntaryeducationaltoolforthepurposesdescribedin4.1.1.1ThisguidecoversinformationforevaluatingtanksystemsforoperationalconformancewiththeFederaltechnicalstandards(includingthefinancialresponsibilityrequirements)forundergroundstoragetanks(USTs)foundat40CodeofFederalRegister(CFR)Part280.1.2Thisguidedoesnotaddressthecorrectiveactionrequirementsof40CFRPart280.1.3TotheextentthatatanksystemisexcludedordeferredfromthefederalregulationsunderSubpartAof40CFRPart280,itisnotcoveredbythisguide.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
